1: Every Jutsu has a price on it, if it's chakra, stamina, or somebody's life essence, it is up to the creator of the Jutsu. But, don't forget that every technique is free and doesn't take anything from you!
2: Time manipulation jutsu are not allowed. You may not be able to make time go faster, slower, make it night or day, just don't.
3: Manipulation Jutsu's are not allowed. This is the ability to automatically change anything you want to with no hesitation or anything.
4: When choosing and/or regesistering Jutsu's or other techniques for your character you have to remember that no one can be a master of every Jutsu there is! Depending on the Age and Rank of your character you might not be able to utilize certain Jutsu's.
5: You may not have more then 15 Jutsu's in all.
Genin starts with D rank Jutsu's. Experienced Genin's usually have D's and C's.
Chuunin's usually have on D, C and B rank Jutsu's.
Jounin's usually can have up from D to A.
