1: When making jutsu, make sure you remember that they all cost something to perform. Whether that is chakra, time or even someone's life. Also part of this is drawbacks, all jutsu have some sort of weakness or flaw to them. Remember no jutsu is perfect.
2: Jutsu dealing with time travel, instant manipulation or control over bijuu are not allowed.
3: If you have Sharingan or Rinnegan then just do the jutsus that only you can do, and state that you have it.
4: Make sure to understand that if a staff member believes a technique is something else many people would know they have the right to ask you to change it to a village specific or universal jutsu. Example. Say I made a technique that fires a single fire flame from a hand. It is a fairly simple attack that pretty much anyone would be capable of performing. As such a staff member may ask that it be made universal. S-rank techniques and A-rank techniques which are generally pretty complicated may stay personal to a single person. If we ask to change an A or S rank technique you may repectfully do it.
4: Before you register any jutsu, make sure to look through the universal jutsu and any jutsu for your village to see if there is something already created like the technique you wished to use.
